Genital Itchiness?

Since around semptember my genital area has gotten very itchy. Recently i have noticed small red bumps right above my penis area. I have shaved there and it does seem to relive the itchiness. It not only itchy where the bumps are though. Also on my scrotum and sometimes on my penis. I have never had sexual contact im sure its not an STD. Can i be that im allergic to my own pubic hair? I dont know what do to!
